Tech Against Terrorism’s Assessment Following Hamas-Attributed Attack in Jaffa, Israel

Tech Against Terrorism warns of the potential for further attacks and emphasises the need for continued vigilance. 

London, 4 October 2024 – Tech Against Terrorism has activated its Incident Response Protocol in response to the terrorist attack in Jaffa, Israel, on 01 October 2024, which has since been claimed by Hamas’ Izz al-Din al-Qassam Brigades. The attack resulted in at least seven fatalities and ten injuries as two terrorists targeted pedestrians and passengers near Jaffa’s Jerusalem Boulevard before being killed by security forces and armed civilians. 

The attribution to Hamas indicates a deliberate escalation and underscores the organisation's persistent threat. Despite any perceptions of diminished capabilities, Hamas remains a highly capable and motivated terrorist group.

Adam Hadley, Executive Director and founder of Tech Against Terrorism, commented: 

“The attack in Jaffa highlights the growing risk of terrorist content fuelling violence, a tipping point we've been concerned about. As seen in events like the UK riots, the spread of extremist material online can quickly escalate conflict. It’s crucial for governments, tech companies, and civil society to stay alert and work together to prevent the spread of propaganda online from becoming triggers for further violence. Our collective efforts are key to reducing the risk and to protecting communities.” 

Intelligence Assessment of Future Threats: 

Our analysis suggests a high likelihood that this attack will inspire similar activities in the immediate to short-term future. There is a realistic possibility of further attacks both within Israel and internationally, potentially targeting Israeli-affiliated or Jewish communities abroad. The coincidence of this attack with Iranian ballistic missile strikes on Israeli territory likely indicates a coordinated effort to escalate tensions and to exploit perceived security vulnerabilities. 

Call for Enhanced Vigilance and Preparedness: 

Tech Against Terrorism urges all stakeholders to remain vigilant: 

  • Tech Platforms: Proactively monitor and remove terrorist content attributed to Hamas and its affiliates, including propaganda, attack claims, and material that incites violence or glorifies terrorist acts. 
  • Security Agencies and Competent Authorities: Be alert to the increased threat level and consider bolstering protective measures for potential targets. 

Complacency is not an option; the threat from Hamas and similar organisations is ongoing and adaptive. Continuous efforts are essential to mitigate the risk of further attacks and the spread of extremist content online.
