ICT4Peace 2nd Senior Level International Cybersecurity Policy and Diplomacy in Cyberspace for CLMV Countries held in Hanoi

ICT4Peace, in cooperation with the Vietnam Governments’s Computer Emergency Response Teams (VNCert) organised on 12 and 13 October 2017 the 2nd Senior Level Cybersecurity Policy and Diplomacy Workshop for CLMV Countries (Cambodia, Laos, Myanmar, Vietnam) in Hanoi. The first workshop for CLMV countries was held in Vientiane, Laos in 2016.

The objective of these workshops is to develop and adopt norms of responsible and peaceful behaviour in cyberspace. The workshops are an integral part of the series of Cybersecurity and Diplomacy workshops organised by ICT4Peace for all ASEAN countries, in cooperation with the Government in Singapore in 2015, the Royal Thailand Government in 2016 and again with the Government of Singapore in 2017.

The workshop in Hanoi was opened by the Deputy Minister Nguyen Thanh Hung of the Ministry of Telecom and H.E. Ms. Wendy Matthews, Ambassador of New Zealand and Dr. Daniel Stauffacher. President of ICT4Peace. This workshop was financially supported by the Governments of New Zealand, Australia and the ICT4Peace Foundation.

The participants were government officials, diplomats and representatives of national Certs. The lecturers were Dr. Eneken Tikk, Dr. Mika Kerttunen, Senior Advisors, ICT4Peace, Mr. Adli Wahid, First and Dr. Daniel Stauffacher, President of ICT4Peace.

The topics that were covered are as follows:

• The global and regional cyber security background and context, including threats;
• Regional Cybersecurity issues, Perspectives and Policy Options;
• Update on Global, regional and bilateral negotiation processes (UN Governmental
• Group of Experts on Developments in the Field of Information and Telecommunications in the Context of International Security (UN GGE), ASEAN/ARF, OSCE, AU, OAS;
• Norms of Responsible State Behavior in Cyber space, Cyber Security & International Law, especially the emerging ASEAN framework on Norms;
• Building confidence in Cyberspace between states, including the role of International and Regional Organizations
• Good Practices in National Cyber Security Strategy Building
• Good Practices in National Cyber Security Legislation
• Good Practices in CERT Structures and Operations including Capacity Building and Regional Cooperation

The Representatives of the CLMV countries and ICT4Peace decided to hold the 3rd workshop in Cambodia in spring 2018.
