Tech against Terrorism, a UN-backed organisation that tackles online terrorism, believes that in practice Ofcom may not use the powers that much.
Adam Hadley, its executive director, said: “We think it is unlikely that Ofcom will have reason to implement Section 104 of the Online Safety Bill unless there is clear evidence of systematic and widespread abuse of end-to-end encryption by terrorists.
“While end-to-end encryption services are used to some extent by terrorists, there is currently low risk of widespread terrorist and violent extremist exploitation by terrorists because of the relative limited reach and discoverability of terrorist content on these services.”
