As early as in 2001, the United Nations Security Council recognised the risks presented by terrorist use of information and communications technologies (ICT), with Resolution 1373 already calling on all Member States to further the exchange of information on the use of ICT by terrorist actors. Various resolutions passed since then have called on increased international cooperation and public-private partnerships to tackle the threat of terrorist use of the internet, notably via Resolutions 2395 (2017) and 2396 (2017) which recognise the development of Tech Against Terrorism and note the creation of the GIFCT.

For this Tech Against Terrorism & GIFCT webinar, we will have the honour of welcoming representatives of different United Nations Agencies, including the United Nations Counter-Terrorism Executive Directorate (UNCTED) and the United National Development Programme (UNDP), to discuss the UN counterterrorism framework and what it means in terms of countering terrorist use of the internet. We will have the opportunity to hear from experts about the guidelines set out by different UN Security Council Resolutions and how they can inform tech platforms’ counterterrorism efforts, as well as learn more about the different UN support mechanisms to help tech platforms in conducting counterterrorism activities in a human rights safeguarding framework.
